Lecturer Emeritus, UC Hastings Law, and volunteer for Public Justice, the bill's co-sponsor
On behalf of Public Justice, along with Consumer Reports one of SB 1149's two sponsors, we retained Kristina Bas Hamilton. Never having done this before, I was astounded about how much a highly professional lobbyist consultant could do! She was fantastic, winding up leading a team of about 12 of us in an exceptionally professional and valuable manner.
Previously, Kristina’s experience had been largely in labor matters. We asked her to branch out into the highly politicized world of judicial and legal policy relating to major pervasive business issues. She had a steep learning curve that she took in stride, and the more she understood the purpose of our legislation, the more passionate she became.
I would hire her again without question, and hope to do so when we next bring a similar bill, next time to a successful conclusion.

Hi I'm Becky Duffey, Executive Director for the California Association for Adult Day Services (CAADS). CAADS is a 501(c)6 non-profit membership organization.
Kristina went above and beyond to help us get a much needed policy and budget win of $61.4 million in the CA 2022 Budget for Adult Day Services statewide. Kristina is professional and knows her way around the California Legislature, the budget process, and can drive an extremely successful campaign.
Before working with Kristina, CAADS members were told they didn't get their budget ask because "they were lucky they weren't eliminated in 2020".

It's been terrific -- Kristina brings her substantial expertise in legislative and budget advocacy, providing guidance and suggestions on how to navigate the terrain of both policy making and politics.
She taps into her broad network of relationships to expand our reach, engage legislators and develop new partners. She's dogged in her pursuits, while also possessing a great sense of timing and diplomacy -- she's in it for the long game.

With her thoughtful guidance, we successfully navigated years of treacherous budget conditions and, when conditions changed, went on the offensive to achieve measurable gains. From 2016 to 2020, Kristina led efforts to secure hundreds of millions of dollars in the state budget to fund wage and benefit increases for UDW members.
With Kristina’s assistance, UDW gained significant influence in Sacramento. Kristina served UDW members with tenacity and integrity. She has my highest recommendation.
